Who Must Register with CIDB?

Any contractor who wishes to bid for public sector construction projects in South Africa must be registered with the CIDB.

However, residential home building is regulated separately by the National Home Builders Registration Council (NHBRC) and does not fall under the CIDB's primary scope.

What Are the Requirements to Register with CIDB in South Africa?

Contractors applying for CIDB registration generally need the following:

  • A company registered with the Companies and Intellectual Property Commission (CIPC)
  • A valid SARS Tax Clearance Status
  • A business bank account
  • Company share certificates
  • Registration on the Central Supplier Database (CSD) for government procurement

It is also advisable for construction companies to maintain a proper health and safety file to ensure compliance with occupational safety regulations.

What Are the CIDB Level 2-9 Grading Requirements?

CIDB grading determines the size and value of construction projects that a contractor may undertake. Contractors applying for CIDB Levels 2 to 9 must demonstrate sufficient financial capacity and business experience.

Typically, applicants must provide:

  • Two years of financial statements for the construction business, signed by an accountant
  • Supporting VAT documentation, including VAT201 submissions and VAT statements for the same period

These documents help confirm the company's financial strength and operational capability.

CIDB also charges annual registration and administration fees, which vary depending on the contractor grading level. These fees are separate from any professional or facilitation services that may assist with the application process.

If a contractor does not yet meet the requirements for higher grading levels, they can apply for CIDB Level 1, which allows smaller construction businesses to start participating in entry-level public sector projects while building their experience and track record.
